Albert Wesker, the infamous Umbrella Corporation scientist, had been on the run since the Raccoon City incident. He had been responsible for the creation of the T-virus and its subsequent spread, leading to the destruction of the city. After his escape, he had made his way to Rockfort Island, a prison complex owned by Umbrella, where he had been hiding out for the past few months.
